The Higgins Center has provided the Islamist Terrorism training to over 7,500 federal, state, county and local law enforcement officers, as well as active duty enlisted and officer personnel of the U.S. Marine Corps, U.S. Army, U.S. Navy, U.S. Air Force, the U.S. Coast Guard, as well as the National Guard and Reserves.

Higgins training has been provided to U.S. government entities through corporate clients in the United States and seminars were held in five Canadian cities: Edmonton, Winnipeg, Montreal, Ottawa, and Toronto. The Canadian seminars were attended by personnel representing the Prime Minister’s office, Parliament, Military, Intelligence, Emergency Response, National Police, Municipal and Provincial Law Enforcement agencies.

The Higgins seminars cover a number of topics, from a description of radical Islamic terrorism organizations to investigative strategies and assistance in creating HUMINT (Human Intelligence) networks to collect and analyze intelligence on local radical individuals, cells and support organizations.
